vm: vnc port

Who will manage the VNC ports? Global or node global?

    The port associated with a VM instance for VNC is managed by the instance. The ports are globally (i.e. across nodes) unique, so they don't have to change across migrations. Ports are allocated when deploying an instance, and freed when the instance is destroyed.
