Return a list of missing users, and create VMs for the existing users instead of throwing an exception.

Disk quotas can now be set for groups. When a user logs in, their quota will be set to the maximum of their own, and their groups' quotas.

NoOrgId exception was thrown but not handled in some cases. We don't really need this exception, so just use NoStoreException instead which is already handled correctly.

This reverts commit 9364b342

org ids are unique, so they can be used for a common store across multiple CIRCLE instances. Also we shouldn't send them in urls, so we are sending them in the request body instead.
